Beverly Hills building permits are not reviewed by LADBS or by Los Angeles County. The city runs its own Building and Safety Division inside the Community Development Department, and that division is the enforcing agency for residential and commercial construction inside city limits. Plans and permits go through the Permit Center at 455 North Rexford Drive, and inspections and payments run on the city's CitySmart portal.
Beverly Hills Municipal Code section 9-1-107 requires a permit before a regulated structure or building service equipment is altered, repaired, or improved. Work exempt from a permit is listed at 9-1-107(B). A kitchen that moves plumbing, adds circuits, relocates gas, or touches framing sits squarely inside that section.
Two city rules shape every schedule. A plan check application stays valid for 545 calendar days from the date the fee is paid, under BHMC 9-1-107(L)(3). An issued building permit is valid for 365 calendar days from issuance and extends 180 days from each successful inspection, under BHMC 9-1-107(N). Keeping inspections moving is what keeps a permit alive.
Work requiring a city permit is approved Monday through Friday, 8:00 AM to 6:00 PM, with no holiday construction authorized. Deliveries, demolition, and stone installation get sequenced inside that window. I do not promise a plan check turnaround or a permit issuance date. The city controls review time. What I control is a complete submittal the first time and same-week responses to corrections.
As of January 1, 2026, Beverly Hills enforces the 2025 California Building, Residential, Green Building, Mechanical, Electrical, Plumbing, and Energy codes. Those editions govern ventilation, lighting controls, and electrical capacity in a large kitchen, and they are written into the plans before submittal.
