Fire Damage Rebuild in Los Angeles County

Build And Decor Construction rebuilds fire-lost homes in Los Angeles County as the general contractor of record, from first walk of the lot through certificate of occupancy. We take the whole job: site assessment, debris clearance paperwork, soils and foundation evaluation, plans and structural engineering, permit submittal and plan check, framing through finish, and every inspection in between. One agreement. One crew lead. One phone number. One project lead runs the schedule and answers for it.

We hold CSLB License #1113888, held by license holder Sebastian Moreno Rivera, a Class B General Building license with a C-33 Painting and Decorating classification, and we carry full insurance. Over 400 completed projects stand behind that license. We are a licensed general contractor offering rebuild services to fire-affected homeowners in the Palisades, Altadena, and anywhere else in our service area. Free on-site estimate. We walk your lot, read the conditions, and tell you plainly what the rebuild involves.

    The rebuild, step by step

Seven stages carry a lot from ash to keys. We run all seven.

    1. Site assessment. We walk the parcel with you. We look at what stands, what the utilities did, how the lot drains, where the setbacks and easements sit, and what the surviving foundation or flatwork is worth keeping. You get a written read of conditions before anyone talks about design.

    2. Debris clearance and clearance records. Rebuild permits move on a cleared parcel with documentation behind it. Owners who used the government-sponsored program received a Final Sign Off from the Army Corps of Engineers for the parcel it cleared, and the Corps maintains a lookup for retrieving that record. Owners who cleared privately carry their own certification and disposal records. We help you assemble the file.

    3. Soils and foundation evaluation. Removing a foundation disturbs the ground under it. Depending on your parcel and its hazard mapping, that triggers a compaction report from a licensed engineer or a full geology and soils report reviewed before a permit issues. We bring in the engineer and read the result before anyone draws a line.

    4. Plans and engineering. Architect, structural engineer, Title 24 energy, and the fire-hardening details go into one coordinated set. We sit in those meetings, because the crew that swings the hammer should read the drawings before they are stamped.

    5. Permits and plan check. We prepare the submittal, track corrections, and answer plan check. Los Angeles has opened faster review paths for qualifying rebuilds, including like-for-like and self-certification options for certain projects. Which path fits your lot depends on your lot, and we check that before you commit to a design.

    6. Construction. Grading, foundation, framing, roof, mechanical, electrical, plumbing, insulation, drywall, then finishes. One schedule, posted. One crew lead on site. Weekly written updates.

    7. Inspections and certificate of occupancy. Every rough and every final, scheduled and met. We close the job at your certificate of occupancy and hand you the warranty, the permit record, and the full documentation package.

How we work alongside your insurance scope

We build to the scope you and your carrier settle on.

That line is the whole boundary, and it protects you. In California, negotiating or adjusting a claim on a homeowner's behalf is licensed work belonging to a public adjuster or an attorney. Keep a wall between the party who settles your claim and the party who builds your house, and both jobs get done straight.

Inside that wall, here is our work. We read your settled scope line by line and walk it against the real conditions on your parcel. We price our work to that scope in writing, itemized, so you can lay the two documents side by side and see how they line up. We document the build for your carrier as it happens: dated photographs at every stage, written change orders approved before the work proceeds, inspection records, and lien releases as stages close.

When we find a condition the scope missed, we put it in front of you with photographs and a written description, and you take it to your carrier. Your file stays clean. Your record stays complete. Every stage of work has paper behind it.

Why a Class B license matters on a rebuild

A rebuild is new construction on a scarred lot, and California licenses that work specifically.

A Class B General Building license is the classification for a contractor taking responsibility for a complete structure: framing, roofing, envelope, and the coordination of every trade under it. Specialty licenses cover one trade each. A rebuild needs the license that carries the whole building, because someone has to own the sequence from grading to final inspection and answer for it in one place.

That single point of accountability is what a rebuild is short on. Homeowners rebuilding after a loss end up holding an architect, an engineer, a soils lab, four subcontractors, a plan check corrections list, and a carrier all at once, while living somewhere else. We take that load. Your project lead holds the schedule, runs the submittal, sequences the trades, and answers the phone.

We are licensed and insured, and every project carries a one-year workmanship warranty. Clients rate our work 5.0 stars on average across 88 reviews. Ratings current as of August 2026.

    Rebuilding to current wildfire standards

Your new house gets built to a tougher fire standard than the one that burned.

California consolidated its wildland-urban interface provisions into a dedicated code under the 2025 Title 24 cycle, effective January 2026, and rebuilds in these areas are reviewed against it. That code calls for a tested Class A roof assembly, meaning the covering and underlayment pass as a system. It calls for ember-resistant vents listed by the State Fire Marshal at every attic, soffit, eave, crawlspace, and gable opening. It calls for ignition-resistant exterior wall and eave assemblies, glazing built to standard, and decking and enclosure details held to the same bar.

These details are easy to draw and easy to lose on site. A vent swapped for a stock part. An eave detail simplified by a framer in a hurry. A soffit closed off the plan. Any one of them opens the assembly the code was written to close. We build the fire details as drawn, photograph them before they are covered, and hand you the record at closeout.

    Finishes under our own C-33

Rebuilds end in paint. We hold the painting license ourselves and self-perform that work.

Our C-33 Painting and Decorating classification sits alongside the general building license, so the last trade on your job is our own crew, working under the same license and the same warranty as the framing. Interior and exterior both.

That matters more on a rebuild than on a remodel. Fresh drywall, new stucco, and new exterior wood all take coating differently than aged substrates. Prime schedules, cure times, and sheen selection decide whether the finish holds through the first winter or shows every seam by spring. We control the surface prep because we built the surface. When something needs a second pass, the same crew comes back under the same warranty.

Painting is also where a homeowner finally sees the house standing again. We treat it that way.

Pacific Palisades, Altadena, and the rest of the county

We serve rebuild clients across Los Angeles County, including Pacific Palisades and Altadena.

The two areas rebuild under different jurisdictions and different rules. Palisades parcels sit inside the City of Los Angeles and answer to City building and grading divisions, with geologic hazard mapping that decides how deep the soils work goes. Altadena is unincorporated Los Angeles County and runs through County plan check, with its own like-for-like envelope. A contractor who has learned one process has learned half.

Beyond the burn areas we build across the Westside, Hollywood and mid-city, northeast Los Angeles, and the coastal cities of Orange County: kitchens, bathrooms, full home renovations, ADUs and garage conversions, outdoor living, drywall, commercial remodeling, and water and mold damage restoration. Same crew, same license, same warranty.

Start with a walk of the lot

Call and we will meet you at the parcel. The on-site estimate is free.

Bring what you have: your carrier's scope if it is settled, your debris clearance record, any drawings or survey from the original house, and your list of what you want different this time. We read the conditions, tell you what your lot requires before design starts, and put a written scope and investment in your hands. Investment on a rebuild scales to scope, soils, engineering, and finish level, and we show you where each of those sits on your job.
