State ADU Law Applies Inside Beverly Hills Zoning
California's accessory dwelling unit statute reaches charter cities as well as general law cities. Government Code section 66317 requires that a permit application for an accessory dwelling unit be considered and approved ministerially without discretionary review or a hearing, and that the permitting agency approve or deny a complete application within 60 days.
Beverly Hills applies that frame through Article 50 of its municipal code. Ministerial review of accessory dwelling units and junior accessory dwelling units occurs at building permit plan check. Discretionary review enters only where a project asks for an exception to the objective standards.
The city publishes ADU development guides by area, including guides written for the Central Area, hillside parcels, Trousdale Estates, and multi-family lots. It also runs a preapproved ADU program with plan sets already reviewed against the city's design and safety requirements. Our estimating desk reads those standards against your parcel before anyone draws a line, so the first design conversation starts from what the lot actually allows.
