Do I need a permit for a 4 foot garden wall in Los Angeles?

It depends on whether the wall holds back soil. The City's building code lists masonry or concrete fences, which is what a free-standing garden wall is to the code, among the work that needs no building permit only up to 3 and a half feet high (Los Angeles Building Code section 106.2), so a 4 foot free-standing wall sits above that line and is read by LADBS. A retaining wall is a different test: the code does not apply to a retaining wall not over 4 feet measured from the bottom of the footing to the top of the wall, unless it supports a surcharge or sloping earth, and that carve-out does not apply on a slope steeper than 1 vertical to 5 horizontal (Los Angeles Building Code section 101.5). The LADBS bulletin on low retaining walls shows the one detail it treats as needing no permit, its Figure 1, with reinforced block, a 12 in footing embed and at most 30 in exposed where a walkway sits behind, and walls of rubble or stacked block need a current Research Report (LADBS bulletin P/BC 2026-002). The code also says a permit exemption never authorizes work that breaks any other law or ordinance of the City. We read your parcel with LADBS before we quote.

Do I need a permit for a flagstone patio in Los Angeles?

The City's building code lists platforms, walks and driveways not more than 30 inches above grade and not over any basement or story below among the work that needs no building permit (Los Angeles Building Code section 106.2). The list does not use the word patio, so whether your paving reads as a walk or a platform is for LADBS to say, and a patio over a grade change, a retaining wall or a basement falls outside that line. Two rules sit beside the list. The code says a permit exemption never authorizes work that breaks any other law or ordinance of the City, and the City's sanitation bureau gives 2,500 square feet of added or replaced impervious area, in an environmentally sensitive area, as the lowest trigger of the low impact development ordinance (LA Sanitation report to Council, April 2026). We read your parcel and your paving plan with LADBS before we quote.

Do I need a permit to paint or limewash the outside of my house in Los Angeles?

The City's building code lists painting, papering and similar work among the work that needs no building permit, and counts that work's value toward the permit fee when it is part of work that does need one (Los Angeles Building Code section 106.2). The list does not name lime wash or lime plaster, so whether a lime coat counts as similar work is for LADBS to read, and a lime plaster over new lath is inspected work that this answer does not cover. The code also says a permit exemption never authorizes work that breaks any other law or ordinance of the City, which is where any other rule on your parcel enters. We read your parcel and the finish you plan with LADBS before you start.

Do you use lime mortar?

Where the engineer and the plan check accept it. A material the code does not name needs evidence of adequacy from ISO/IEC 17025 laboratories (Los Angeles Municipal Code 98.0501).

Does lime mortar close its own cracks?

Accepted Answer

A 2023 laboratory study found that a Portland, fly ash and sand mortar carrying hot-mixed quicklime stopped water flow through a 0.5 mm crack within 30 days of flow, after two months of wet and dry cycling, while the same mortar without quicklime did not (Seymour and others, Science Advances, 2023). It is a laboratory result, and we make no claim from it for yard work.

Will moss grow on the stone?

A field exposure study of bioreceptive concretes found no visible moss (Manso and others, 2015 field study). We promise no living growth on stone.

Who signs the plans?

Accepted Answer

Where LADBS requires sealed plans, a California engineer or architect signs, seals and dates them (LADBS bulletin P/BC 2026-073).
